ABSTRACT
Abstract: Growing challenges in public administration, such as human error and staffing shortages, are driving the adoption of robocracy – a model based on autonomous decisionmaking algorithms. This article analyzes the potential and limitations of such an approach. Material and methods: A qualitative, comparative case study was conducted (Estonia, Singapore, the UK, Denmark) using secondary data: government reports, performance metrics, policy documents, and public opinion surveys. Results: Algorithm implementation significantly reduced decision times (up to 90%), lowered error rates (to 1-4%), and improved staff efficiency. Public acceptance levels correlated with transparency and oversight – highest in Estonia (82%) and Denmark (77%). Conclusions: Effective robocracy requires balancing three pillars: technology, oversight institutions, a nd s ocial t ransparency. O nly t heir i ntegration c an d eliver a d emocratic, efficient, and trustworthy public administration system.
