The article presents the analysis of international reports which raised the problem of education. Special attention was devoted to expert reports, such as: Reports of The International Association for the Evaluation of Educational Achievement, Philip H. Coombs Report, Edgar Faure’s Report, The Club of Rome Reports, The White Book of The European Commission, Jacques Delors Report. All the reports advocate changes that should be introduced in education in connection with the process of social life transformation, globalization, technologicalscientific advancement along with the results in the fields of work and human surroundings. On the basis of the aforementioned notions, certain regularities about educational systems have been established in order to pursue the defined goals of EU strategy for education.
